Dominican Republic 2027 budget bill: of every RD$100, RD$21.54 goes to debt and RD$19.89 to Education

We went through the 2027 General State Budget bill submitted by the Executive to Congress. The central government plans to spend RD$1,837,856.0 million in 2027, about RD$5,035 million every day of the year.

Debt first

The largest item is not a ministry. Public debt and financial assets administration receives RD$395,882.9 million, 21.54 % of spending. It includes RD$351,327.1 million in interest payments, almost RD$962 million a day and close to 23 % of the revenue the government expects to collect. Principal repayments are recorded separately, under financial applications.

Education and Health

The Ministry of Education has the largest allocation of any institution: RD$365,570.5 million (19.89 %), 93.1 % of it current spending, mainly salaries and school operations. The Ministry of Public Health follows with RD$198,727.0 million (10.81 %). Treasury obligations receive RD$234,374.9 million (12.75 %) and the Presidency RD$128,730.1 million (7.00 %).

Other ministries include Interior and Police (RD$93,204.7 million, 5.07 %), Public Works (RD$83,744.8 million, 4.56 %), Defense (RD$70,575.6 million, 3.84 %), Housing (RD$33,795.9 million, 1.84 %), Agriculture (RD$20,982.0 million, 1.14 %) and Tourism (RD$10,735.9 million, 0.58 %).

Investment and the overall picture

Capital spending totals RD$257,763.8 million, 14.0 % of the total. Compared with the initial 2026 budget (Law 99-25), total spending in the bill grows 13.2 %, revenue 12.5 % and the deficit 16.6 %, to RD$327,281.5 million (3.4 % of GDP). These are the bill's figures; Congress may change them before approving the law.
